Tier 3 Module

Smart Inspect

Inspection-ready, every port, every time — IHM reporting, USEPA compliance, zero surprises, zero detentions.

Smart Inspect is a comprehensive inspection readiness, hazardous materials management, and audit management platform that ensures every vessel in your fleet is prepared for port state control (PSC), flag state inspections, classification society surveys, vetting inspections, and internal audits at all times. By maintaining a continuous readiness score based on real-time data from across the CyberSmart platform, Smart Inspect shifts inspection preparation from reactive cramming to proactive, systematic assurance. Smart Inspect delivers IHM (Inventory of Hazardous Materials) Part 1 reporting in full compliance with the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships (HKC) and the EU Ship Recycling Regulation (EU SRR / Regulation 1257/2013). The platform manages the complete IHM lifecycle — from initial survey and sampling through laboratory analysis, certification, and ongoing maintenance — ensuring vessels maintain a valid, up-to-date IHM at all times. Smart Inspect also prepares and manages reports for USEPA (United States Environmental Protection Agency) testing requirements, including ballast water compliance testing, stack emissions monitoring, and hazardous substance discharge reporting for vessels trading in US waters. The platform analyzes historical inspection data — including PSC detention patterns, concentrated inspection campaign (CIC) focus areas, and SIRE/CDI vetting trends — to predict which areas inspectors are most likely to scrutinize during upcoming port calls. This intelligence drives targeted preparation checklists, ensuring crew and shore teams focus their efforts on the highest-risk areas before arrival at inspection-prone ports. Smart Inspect includes a flexible custom template engine that allows operators to generate any inspection or audit template tailored to their specific requirements — from internal safety audits and class survey checklists to bespoke client vetting questionnaires. Templates are fully configurable with custom fields, scoring criteria, photo requirements, and sign-off workflows. The platform is supported by a dedicated mobile app for on-vessel data input that works seamlessly in both online and offline modes. Surveyors and crew can complete inspections, capture photographic evidence, and record findings while at sea or in areas with limited connectivity. All data syncs automatically when a connection is restored, ensuring nothing is lost and shore-side teams have real-time visibility as soon as the vessel comes online. Smart Inspect's deficiency management workflow tracks every finding from initial identification through corrective action to closure verification, maintaining a complete audit trail that demonstrates continuous improvement to inspectors and charterers. Integration with Smart Vessel provides instant access to the technical documentation inspectors commonly request, while Smart Compliance ensures all regulatory certificates and statutory requirements are current and accessible.

Key Capabilities

Continuous Readiness Scoring

A dynamic readiness score for each vessel that aggregates certificate validity, outstanding deficiencies, crew competency status, equipment condition data, and ISM/ISPS compliance indicators. The score updates in real time as conditions change, providing fleet managers with an instant assessment of which vessels are inspection-ready and which require attention before their next port call.

Predictive Inspection Focus Analysis

Machine learning models analyze historical PSC detention data, CIC campaign announcements, and regional inspection patterns to predict the most likely focus areas for upcoming inspections. The platform generates port-specific preparation checklists ranked by probability and impact, enabling targeted preparation that maximizes readiness with minimal crew burden.

Deficiency Lifecycle Management

Tracks every inspection finding from initial identification through root cause analysis, corrective action planning, implementation, and closure verification. Automated escalation workflows ensure critical deficiencies receive immediate attention, while trend analytics identify recurring issues across the fleet that indicate systemic problems requiring strategic intervention.

Vetting Inspection Preparation

Purpose-built preparation workflows for SIRE 2.0, CDI, and other vetting inspection regimes used by oil majors and charterers. The platform maintains up-to-date question banks, evidence requirements, and best-practice response guidance for each vetting protocol, ensuring consistent, high-scoring performance across all tanker and gas carrier vetting inspections.

IHM Part 1 Reporting (HKC & EU SRR)

Comprehensive Inventory of Hazardous Materials Part 1 management compliant with the Hong Kong Convention and EU Ship Recycling Regulation (1257/2013). Manages the full IHM lifecycle from initial survey and sampling through laboratory analysis, certification by approved hazmat experts, and ongoing maintenance — ensuring vessels maintain a valid, up-to-date IHM for port state inspections, ship recycling, and regulatory compliance at all times.

USEPA Testing & Compliance Reports

Prepares and manages documentation for United States Environmental Protection Agency testing requirements, including ballast water management system compliance testing, stack emissions monitoring, VGP (Vessel General Permit) discharge reporting, and hazardous substance documentation for vessels trading in US waters. Automated report generation ensures timely submission and complete audit trails for EPA inspections.

Custom Inspection & Audit Templates

A flexible template engine that lets operators generate any inspection or audit template tailored to their specific requirements — from internal safety audits and class survey checklists to bespoke client vetting questionnaires. Templates are fully configurable with custom fields, scoring criteria, photo requirements, and sign-off workflows, eliminating the need for paper forms or external tools.

Mobile App with Offline Mode

A dedicated mobile app for on-vessel data input that works seamlessly in both online and offline modes. Surveyors and crew can complete inspections, capture photographic evidence, and record findings while at sea or in areas with limited connectivity. All data syncs automatically when a connection is restored, ensuring nothing is lost and shore-side teams have real-time visibility.

Audit Trail & Evidence Management

Maintains a tamper-proof digital record of all inspection activities, findings, corrective actions, and verification evidence. Photo documentation, timestamped checklists, and signed-off work orders create an evidence base that demonstrates proactive safety management to inspectors, charterers, and flag state authorities.

How It Works

1

Assess Current Readiness

Smart Inspect aggregates data from across the CyberSmart platform — certificates from Smart Vessel, compliance status from Smart Compliance, maintenance records from Smart Operation, and crew qualifications from the crew management module — to calculate a comprehensive readiness score for each vessel.

2

Predict & Prepare for Upcoming Inspections

When a port call is scheduled, the platform analyzes the destination port's inspection history, current CIC focus areas, and vessel-specific risk factors to generate a prioritized preparation checklist. Crew and shore teams collaborate through the platform to address each item, with progress tracked in real time.

3

Manage Findings & Corrective Actions

If inspections identify deficiencies, the platform creates structured corrective action workflows with responsible parties, deadlines, and required evidence. Automated follow-up ensures nothing slips through the cracks, and root cause analysis tools help identify patterns that prevent recurrence.

4

Learn & Improve Continuously

Post-inspection analytics compare predicted focus areas against actual inspection coverage, refining the predictive models over time. Fleet-wide trend analysis reveals systemic issues, and best-practice sharing ensures lessons learned from individual inspections benefit the entire fleet.
